What’s happening in San Antonio?
This is your one-stop, climate justice digital voter guide to the San Antonio Municipal Elections this upcoming May. Created by the Climate Justice San Antonio coalition, this guide is intended to inform voters about the local candidates running to represent our communities and what type of action they are prepared to take on the climate crisis. The people of San Antonio are looking for leaders who will take bold action for our water, land, and air and protect the most vulnerable and under-resourced people in our community.
The climate crisis is causing extreme weather events across the globe. Locally, we have experienced Winter Storm Uri and record-setting summer temperatures. Extreme temperatures cause death, heat stress, and higher utility bills that many residents are unable to pay. We need elected officials who will use their authority to ensure our public utilities make decisions for residents that don’t cause further physical and economic harm.

Will you vote to raise utility bills for your constituents when CPS Energy asks you to approve another rate increase in 2026?
CPS Energy increased rates in 2022 (by 3.85%) and 2024 (by 4.25%). In addition, all customers are paying $1.50 extra on their bill to absorb the billion-dollar costs CPS Energy incurred from Winter Storm Uri. Will you support a public process for CPS Energy to update its rate structure(how it determines revenue requirements, allocates costs to customer classes, and determines rates) to encourage conservation and eliminate waste?
More than 120,000 residents are behind on their CPS Energy bill and are at risk for disconnection. Do you support additional policies to prevent at-risk residents from having their utilities disconnected for nonpayment?
Do you support expanding affordable and reliable clean energy such as solar, wind, and battery storage to power our city, while also creating local jobs from these sources?
Given the historically high concentration of polluting gas and coal plants in the south and southern part of the city, which is home to predominantly Latino families, do you support CPS Energy's plan to build two additional gas plants?
Following Winter Storm Uri and the grid reliability issues that followed and still have yet to be fixed, do you support expanding CPS Energy programs that help weatherize residents’ homes, making them more energy efficient?
Will you support consistent collaboration between the Medical Examiner’s Office, Metro Health, and emergency services to systematically collect, analyze, and publish all data on weather-related fatalities to the community on a consistent basis? Extreme weather events, including record-breaking summer temperatures and unseasonably cold winters, disproportionately endanger marginalized communities. Currently, San Antonio and Bexar County lack a system to track or publicly report weather-related fatalities, leaving vulnerable populations at greater risk.
